With reference to the payment of gratuities
etc. to the ex-employees of the former British Postal Agencies in China, I have the honour to inform you that the payment of certain small amounts was authorised by London in April last.
The late Mr. S. B. C. Ross was, however,
dissatisfied with the rates authorised, and when he went home, intended to explain matters personally to the Imperial Postal Authorities in London and, if possible, to get better
terms for the men. Unfortunately it now appears that his illness and death prevented him from carrying out that
intention.
I should prefer therefore to follow Mr. Ross' policy but should be glad first to have your views in the
matter.
I attach a list showing the amounts payable
under London letter of 21st March last to the former
employees of the
Agency, of the adequacy
or otherwise of which you will be able to judge.
I also attach copy of the circular which was

sent by the late Mr. Ross to each of the former Postal Agents at the end of April last. A reply to that circular
